A new export-oriented REHAU plant has started operating in Klaipėda FEZ

On January 20, the modern plant of the German polymer company REHAU, which is the 35th in the world and the 15th in Europe, was officially opened in Klaipeda Free Economic Zone (FEZ). The 19,000 sqm factory was built in a record time by the sustainable urban development and construction company YIT Lietuva. 

REHAU plant is the company’s first facility in Northern Europe. The factory, which was built in just one year, will employ about 100 people in the near future, and the number will increase to 200 in the next couple of years. Equipped with the most advanced engineering solutions and technologies, one of the most modern factories in Lithuania will produce polymer pipes for the construction industry and export them to more than 10 countries around the world. It is planned to reach full production in Q4 this year.

According to the Minister of Economy and Innovation Aušrinė Armonaitė, such German investments contribute to the strengthening of the country’s manufacturing sector, creation of new jobs and increase of the country’s competitiveness.

“Strong growing industry is a key factor in the attractiveness and competitiveness of the country as a whole and of individual cities and regions. I am glad that one of the leading German companies is investing in Lithuania and implementing the most advanced solutions and technologies that create added value for all of us,” says A. Armonaitė.

According to dr. Roger Schönborn, in planning strategic development in Europe, REHAU assessed many potential locations in various regions of Europe. “Our new plant here in Klaipėda is a key success factor for our Building Solutions Division, because it provides an important contribution towards increasing our competitiveness and consequently, that of our customers,” says dr. Roger Schönborn, Head of REHAU’s Division Building Solutions.

REHAU plant manager Giedrius Kaukas says that the smooth construction process of the plant, despite the unfavorable circumstances – the pandemic and the resulting disruptions in supply chains, was achieved through the joint efforts of Klaipeda FEZ Management Company, YIT Lietuva and REHAU teams in Germany and Lithuania.

“We have chosen the sustainable urban development and construction company YIT Lietuva as the construction developer and general contractor, with whom we felt very calm about their experience in managing projects of this size and complexity,” comments G. Kaukas.

Kaukas notes that the construction project implemented by YIT Lietuva confirms the advantages of the so-called build-to-suit model – flexibility and the possibility to fully ensure the implementation of solutions that meet the needs of the company. The premises built and equipped in this way enabled the REHAU plant to start operations more quickly and without significant initial investment. This is proved by the opening of one of the most modern factories in Lithuania just a year after the start of construction. A total of over 30 million euros was invested in the construction and installation of the plant. The plant will be equipped with a total of 23 production lines capable of producing up to 6,600 km of pipes per month.

This REHAU plant project was implemented using extraordinary methods – Klaipėda FEZ Management Company and its partners first announced an international tender for the development of the facility, which was won and the plant was built by UAB YIT Lietuva according to the company’s needs. For the first time in the corporation’s history, REHAU has outsourced the development and management of real estate to third parties.

Just over 10 months after the start of construction, the factory has already installed its first production line and produced test products for certification. Two more months later, the plant was fully completed and commissioned.

Vilmers, an upholstered furniture producer, will invest approx. EUR 20 mln. in the Siauliai FEZ

Vilmers, an upholstered furniture producer, will invest approx. EUR 20 million in its new factory in Šiauliai free economic zone (FEZ), creating approx. 300 new jobs. The company manufactures sofas and armchairs, with the majority of its products exported to the Nordic countries and Western Europe.

Vilmers has concluded an agreement on a large investment project with the Ministry of Energy and Innovation. It is estimated that production in Šiauliai FEZ will start at the end of 2022 or beginning of 2023. The company expects to double its production volumes without changing the profile of its operations. In  2021, Vilmers‘ revenues totalled EUR 26.1 million. At present the company that employs approx. 470 people operates in the premises  of former Tauras TV sets factory.

According to the Green Corridor initiative for major investors in Lithuania‘s regions, a business investing at least EUR 20 million in long-term capital and committing itself to create at least 150 new jobs is granted the status of a large investment project. Businesses having this status are provided with incentives that facilitate establishment and start of operations. Such companies enjoy a 0% income tax rate for up to 20 years. Vilmers is the fifth Lithuanian company that has been granted the status of a major investor. 

MESTILLA to invest EUR 30 million in modernisation, expansion and new environmental solutions

MESTILLA, a rapeseed processing and biodiesel production company operating in the Klaipėda Free Economic Zone (FEZ), plans to start a new phase of expansion and modernisation in 2023: the construction of a new modern deep processing line for oilseeds, while introducing state-of-the-art environmental solutions. In the initial phase, investments of around €30 million are planned for these projects.

“The decision to invest was dictated by the European Green Deal, the increasing quantities of rapeseed grown in Lithuania each year and our ambition to produce higher value added products. We are seeing a growing demand for concentrated proteins for animal feed in Lithuania and in other EU countries, as well as an increasing demand for biofuels. The modernisation of the plant will allow us to process up to 500,000 tonnes of oilseeds and to develop a circular economy; the plant itself will be more energy efficient and reduce our carbon footprint. Most importantly, it will eliminate the possibility of odours in residential areas, thus meeting the expectations of neighbouring communities,” says Arūnas Zubas, CEO of UAB MESTILLA.

Eimantas Kiudulas, Head of Klaipėda FEZ, says he fully supports the project.

“The project will essentially be a reconstruction, during which some of the old production lines will be closed and new ones will be opened. I am delighted that MESTILLA will combine business development with substantial investment in odour reduction measures that will make the production footprint virtually odourless. The project will therefore be more modern, higher quality and more responsive to the needs of communities and neighbourhoods. At the same time, MESTILLA’s investment will create additional added value in Lithuania by processing local raw materials that have previously been exported unprocessed, and will further strengthen Klaipėda FEZ’s increasingly relevant investment portfolio in the areas of the circular economy, innovations, exports and renewable energy,” says E. Kiudulas.

“Canola production in Lithuania is increasing year on year, and not only is it economically attractive for farmers, but its properties are particularly beneficial for the soil, crop rotation, and the ecosystem, and in reducing the overall need for fertilisers for the soil and subsequent crops. It is therefore very important and welcome that as much rapeseed grown in Lithuania as possible is processed locally, creating added value, as it is an additional source of both income of and jobs throughout the supply chain, as well as additional revenue for the Lithuanian budget. It also avoids long logistics chains, thus contributing to reducing pollution and improving the environment. Deep rapeseed processing will produce innovative, protein-based products that have not been produced in the Baltic States before, which are particularly attractive and in demand in the food and feed industry of today, and tomorrow. And the production of advanced biofuels will help to achieve the objectives of reducing transport pollution, the Renewable Energy Directive and the circular economy,” says Dalia Rušiauskienė, Director of the Lithuanian Association of Cereal Processors and Merchants.

MESTILLA, together with the design company Sweco Lietuva, plans to start an Environmental Impact Assessment (EIA) procedure in December this year.

The MESTILLA plant has been operating in the Klaipėda FEZ since 2007. The company’s main products are biodiesel (methyl ester of fatty acids) and protein feed from rapeseed. The company, together with the companies providing services to it, directly creates around 120 jobs. For the 2020-2021 season, the company’s revenues amounted to EUR 148.5 million. The company sells its products on the local market, in addition to exporting them to surrounding EU markets.

Smart city trends: the data is in, it’s time to start using it

While a few years ago cities were looking to start collecting and organising data in general, now they are starting to think about what to do with it: how to use the information on traffic, weather, energy use or other information to solve problems and create better services. In November, these and other insights were brought back from the Smart City Expo in Barcelona by Karlas Impinnisi, innovation project manager at Klaipėda FEZ.

Klaipėda FEZ representatives have been interested in smart city trends for some time now for a simple reason. The FEZ territory is, in fact, still a “city within a city” with 6,000 employees and a unified infrastructure. Still, at the same time, it is an integral part of the city of Klaipėda, and is closely connected to the city’s ecosystem through social, traffic, engineering and other ties.

The Klaipėda FEZ Management Company has already implemented smart solutions such as an Internet of Things (IoT) network for various sensors, an odour monitoring and modelling system, a 3D model of the territory, and an automated system processes for certain data exchange or meter readings. The FEZ is also already deploying and is planning to launch smart traffic flow monitoring and parking systems in the spring. The development of a waste monitoring and management system is being considered and explored.

For these reasons, Mr. Impinnisi was in Barcelona to explore the latest trends in smart cities, technological and data solutions and possible partnerships.

One of the most striking aspects of this year’s event, he said, was the “digital twin cities,” i.e. the replication of cities or territories and the processes that take place in them on a virtual platform. This type of solution allows for a convenient digital representation of urban processes such as traffic and transport, construction and spatial planning, communications and infrastructure, etc.

“The value of digital twin cities lies in the ability to carry out a variety of process simulations before specific projects are undertaken and thus predict their positive or negative impact. For example, any impact of transport infrastructure or construction on human or vehicular traffic can be evaluated in a realistic way and decisions can be made accordingly. Digital twin cities allow cities to manage their resources more efficiently and to model new solutions in a safe, responsible and measured way,” says Mr. Impinnisi.

Another striking trend from Barcelona is data. While cities and territories around the world have been collecting data on traffic, traffic lights, air, waste, public transport and other urban services for some time, they are now starting to think about how to put this data into practice – to optimise existing services and to develop new ones. For example, properly prepared data is slowly being combined with artificial intelligence to model and predict relevant urban needs, to pre-empt problems, or find hard-to-see dependencies in systems. A simple example of this would be automated traffic and traffic light control, diverting traffic away from sources of pollution or, conversely, avoiding travel to more polluted areas.

Another striking trend this year is the monitoring of pollution and air quality. Cities around the world are increasingly focusing on the quality of life, the environment, problem prevention and real-time alerts, which is why the event showcased a wide range of technical solutions such as sensors, detectors, stations, systems and platforms. Of course, the exhibition was also full of solutions for electric or hydrogen-powered vehicles, solar energy, sustainable mobility and more.

According to Mr. Impinnisi, the trends at the Barcelona exhibition confirm the need to integrate existing technological solutions or data into common information platforms, harmonise technological standards, and share resources.

“Today, big and important decisions can be made with data. Therefore, it is important that as much data as possible is generally available and then properly organised, aggregated, analysed and, most importantly, used for decision-making. The Klaipėda FEZ is committed to an open approach to data, both within the territory and with city and regional partners – many of us already have a wide range of sensors and statistics, so it makes sense to combine all of this and see a single picture that will enable the city and individual organisations to make accurate, calculated and relevant decisions for the many,” says Mr. Impinnisi.

Vingės Logistika expands its warehouses in Klaipeda FEZ

UAB Vingės logistika, a warehousing and cargo handling services company operating in Klaipėda FEZ, completed a warehouse expansion project in December. The project involved the construction of 8,000 sqm of new warehouse space, bringing the company’s total warehouse space in Klaipėda to 28,000 sqm. The company invested more than EUR 4 million in the project.

According to Aušra Karalienė, CEO of Vingės Logistika, further expansion is planned once the new space is fully utilised and the processes therein have been harmonised. Back in 2019, the company announced that it would expand its warehouse space to 40,000 sqm in several phases with an investment of around EUR 12 million – a strategic plan that is not being abandoned, but more specific deadlines will be determined by the needs of existing customers and market requirements.

“We are committed to adding value to our customers’ businesses, so part of the new building will be dedicated to the expansion of the services provided to our long-standing customer UAB DSV Lithuania. At the same time, we are in the process of negotiating terms with our clients for the remaining available space. This expansion will strengthen our position in the warehousing services sector, enable us to respond quickly and flexibly to the changing needs of our clients and allow us to provide our clients with the highest quality of service,” comments A. Karalienė.

According to her, this expansion phase will allow the company to create 10 new jobs. The expansion project under extraordinary external circumstances was managed by the developer UAB Traktus.

Vingės Logistika is also currently focusing on process optimisation and strengthening and expanding its service portfolio. One of the areas where the company sees the most commercial potential is internal logistics in the manufacturing sector, i.e. providing customers with all processes, from the timely delivery of materials to the removal of finished products from production warehouses.

“We already have considerable experience in this area. I believe that combining external and internal logistics services in the same hands is one of the services that really adds value to the customer and currently has a high potential for further growth,” says Ms. Karalienė.

Another strategic direction for Vingės Logistika, according to the director, is green and sustainable logistics, which is becoming more and more relevant for both customers and the general public.

“These trends have led our company to incorporate green solutions into our operations. Since 2017, we have been using  electricity generated by our solar power plant, and we will be installing another one on the roof of our new building. We are also implementing other sustainable solutions and are constantly looking for innovations in this area,” says Ms. Karalienė.

According to Eimantas Kiudulas, the head of Klaipėda FEZ, Vingės Logistika, which has been operating in the free zone since 2009, has successfully used the pandemic for sustainable business development.

“I am pleased that Vingės Logistika is successfully taking advantage of business opportunities both inside and outside our community, as well as expanding in a sustainable manner in several aspects – both well calculated and by investing in environmental solutions,” commented E. Kiudulas.

Vingės Logistika currently employs around 90 people. The company’s revenue last year was EUR 3.5 million. The company specialises in complex logistics services – warehousing, customs brokerage, cargo handling, and others.

REHAU’s real estate in the FEZ is purchased by Maltese investment company

YIT Lietuva, a real estate development company, has announced that it has signed an agreement with Hili Properties, a Maltese investment company, for the transfer of the plant of the German polymer company Rehau in the Klaipėda Free Economic Zone, writes Verslo žinios.

The investor is buying the 19,000 sqm building for an undisclosed sum in a share deal while Rehau will lease it. The deal is expected to be completed by the end of the year.

“This property will complement our existing portfolio of 6 shopping centres and six restaurants in the Baltics and is in line with our strategy to diversify our portfolio and tenant mix. In addition, the property, with its state-of-the-art production facilities, meets a wide range of sustainability criteria and is a sound long-term investment for us,” said George Kakouras, CEO of Hili Properties, in a statement.

Rehau and YIT Lietuva have shaken hands on the expansion of this plant in 2020. Under the agreement, YIT Lietuva will invest in expanding the micro cable pipe systems plant, and the manufacturer will lease it.

Kęstutis Vanagas, CEO of YIT Lietuva, says that the plant, which will be operational in January 2022, was built in record time to meet the customer’s needs: the project took 12 months from the preparation of the site to attract an investor.

“Although the project was complex and faced additional challenges due to the pandemic and disruptions in supply chains, we plan to finish on time – by the end of November. We do not doubt that it will be a win-win situation for all parties, and most importantly for the economy of the Klaipėda region and Lithuania as a whole,” said Vanagas in a statement.

The REHAU plant will create 190 jobs and produce floor heating pipes and cable ducts – 9,000 and 20,000 tonnes per year. The production in Klaipėda will be supplied mainly to wholesalers, telecommunications companies and municipalities in European countries.

Although the name REHAU is primarily associated with plastic windows in Lithuania, the German company’s activities are much broader than that – its polymer solutions are used in the automotive, construction, furniture, aerospace, and other industries. REHAU started as a family business and is still a family business, but today the company has more than 170 locations worldwide and an annual turnover of around €3 billion.

Two years ago, the company was scouting all over Europe for a location for a new plant, and the Klaipėda FEZ offered the Germans not only a well-developed infrastructure and an active business community, but also a variety of solutions that allowed them to advance the desired launch date by almost half a year.

Klaipėda FEZ awarded by fDi Intelligence

Klaipėda Free Economic Zone has been awarded special honourable mention in the EU Compliance and 5G Connectivity categories of the Financial Times Group’s annual Free Zone Awards, published by the foreign direct investment publication fDi Intelligence.

Klaipėda FEZ was awarded the EU Compliance Award largely due to its decisions which are in line with the European Union’s Environmental, Social and Governance (ESG) objectives: the airflow and odour monitoring project implemented together with residents and scientific communities; the investments made by the management company and the individual companies in sustainable mobility and green energy; as well as the tens and hundreds of millions in taxes and purchases in Lithuania each year, contributing to a more sustainable economy in the region and the whole country.

Klaipėda FEZ was awarded the 5G Special Prize as one of the first industrial areas in Lithuania and the world to introduce this new generation of connectivity at the end of last year. At the same time, the FEZ management company is implementing Internet of Things (IoT) network technology. Both of these networks are of particular interest to businesses that can develop next-generation robotics and automation solutions.

According to Eimantas Kiudulas, the head of Klaipėda FEZ, these evaluations by fDi Intelligence consistently prove that the strategic directions have been correctly chosen and that they are unique in the global context of free zones.

“Sustainability, innovation and social empowerment are very popular concepts today, so it is nice to be able to speak in deeds, to be visible in these areas, and to have local and foreign investors contributing to these achievements. At the same time, it is an important recognition for Klaipėda as a whole, which strives to be visible as a regional leader in innovation and wants to develop, retain and attract talent,” says E. Kiudulas.

The 5G connectivity in the Klaipėda FEZ territory was installed by Telia, which has been testing this technology in Lithuania for almost three years. According to the company’s head of corporate clients, Danielius Karpovičius, it is predicted that 5G connectivity will bring changes that will encourage companies around the world to improve their existing services and create new services or even new businesses which will create clear added value. In addition, operators will reap the benefits of 5G by offering new services, including closed 5G networks for enterprises or connecting millions of IoT sensors.

“Together with Klaipėda FEZ, we have taken another strong step towards the future, and over the next few years, we will show Europe that Lithuania can lead the way in the development of 5G communication technology,” says D. Karpovičius.

In previous years, Klaipėda FEZ won other significant, major fDi Intelligence free zone awards, including in the Quick Launch (2017) and Sustainability (2020) categories.

At the beginning of October, the Klaipėda FEZ was also awarded another significant accolade – the main titles in the Investment Monitor’s Economic Zone Sustainable Recovery Strategies Awards in the categories of digitalisation and reduction of red tape, as well as additional awards in the areas of Industry 4.0 and positive impact on the city.

A New Development Phase for the Baltic FEZ in Marijampolė

Marijampolės laisvosios ekonominės zonos valdymo bendrovė, UAB (the Marijampolė Free Economic Zone Management Company, the ‘Baltic FEZ’) has started a new infrastructure development phase. Technical projects on the construction of a roundabout, a new road, and pedestrian and cycling infrastructure have been completed and delivered to the Marijampolė municipality for implementation. The technical documentation includes all requisite engineering systems such as electricity, water supply, sewerage, rainwater, gas and street lighting. The designing works were performed by Baltic Engineers, the company’s partner for industrial projects management and design of many years.
According to Simonas Petrulis, the Director of the Baltic FEZ, ‘the development and design phase is over, and a new period of construction works and new investment projects has started. The new roundabout designed for the FEZ and the road that connects the land plots in an approximately 20 ha area will enable us to offer investors the full range of services on turnkey basis, starting from design of standard-type industrial areas in the FEZ’s land plots. We expect that, in the next 3-4 years, we will become the first FEZ in Lithuania that is 100% in use.’
The Director expects that, after the Marijampolė municipality completes the projects on the construction of the Baltic FEZ‘s new infrastructure within approx. 1.5 years as planned, the FEZ which is just a few kilometers away from the town centre will be easily accessible not only by car but also by environmentally-friendly means of transport such a bicycles or even scooters.
In response to current issues including threats posed by climate change, the Marijampolė FEZ management company intends to support a nature friendly initiative – protection of the bee population both within the territory of the Marijampolė FEZ and the Marijampolė region as a whole. Jointly with a startup company Urbanbee.lt, the management company is inviting businesses to promote beekeeping in the region‘s industrial areas. The company will donate hives to new customers as an incentive promoting socially responsible partnerships.

Marijampolės laisvosios ekonominės zonos valdymo bendrovė, UAB (Baltic FEZ) welcomes responsible partnerships with new investors that aim to create high value added. The Baltic FEZ seeks to attract new investments to the region of West Lithuania which consists of Marijampolė, Kazlų Rūda, Vilkaviškis, Šakiai and Kalvarija municipalities. Its priorities are sustainable economic development and socially responsible business. Dovista, one of Europe’s largest window and door manufacturers, is the first investor that has established itself in the Baltic FEZ.

New Financing Facility for the Development of Free Economic Zones, Industrial Parks and Other Industrial Areas

The Ministry of the Economy and Innovation and Viešųjų investicijų plėtros agentūra UAB (the Public Investment Development Agency,) signed an agreement on the establishment and funding of a new financing facility under the title ‘Construction of standard-type production buildings in free economic zones, industrial parks and other industrial areas’ as an incentive for businesses. 

This year, EUR 31.05 million have been allotted from the state budget for this facility. Total estimated funding of the facility by the state amounts to EUR 41.4 million. The funds will be invested in the establishment of economic infrastructure and construction/reconstruction and fitting out of standard-type buildings for production and research purposes. 

Aušrinė Armonaitė, the Minister of the Economy and Innovation, has said to BNS that ‘….the facility will both increase the number of investment projects in the country and enable a growth in Lithuania’s competitiveness and the economy as a whole.’ Giedrius Valuckas, the President of the Association of Lithuanian Free Economic Zones, emphasises, that ‘the facility will offer more opportunities and options to those investors who seek a quick transfer of production projects. Due to successful industrial growth, at present there is an increased demand for lease of industrial areas, therefore, the facility will enable Lithuania to attract and implement larger numbers of quick (dynamic or ‘hot’) projects.’

The new financing facility will fund costs of construction of standard-type buildings including preparations for construction, site management, installation or reconstruction of requisite infrastructure and engineering networks/systems in the land plot, and costs of other construction works directly related to the building as well as engineering supervision. The facility also covers reconstruction of a building already existing in the FEZ, industrial park or another industrial area.

Standard-type buildings are universal structures adapted for production and having developed infrastructure. Furthermore, such buildings have been designed for standardised production, with opportunities for expanding provided for. It is expected that the facility will be of particular use for investors as it will allow establishment in Lithuania’s free economic zones, industrial parks and other industrial areas right away.

Long-term (up to 15 years) preferential loans up to EUR 10 million will be granted to FEZ companies and their subsidiaries, operators of industrial parks (except for natural persons), and municipalities.

The new financing facility will be implemented according to the continuous selection principle. Applications will be received by Viešųjų investicijų plėtros agentūra UAB.
